Randy G. Wagoner has over 28 years experience working in the Law Enforcement field and is not only able to share his extensive training and experience working with the Americans with Disabilities Act (ADA) but he also understands the complex issues of officer safety and the need to interact with people with disabilities as reporting parties and victims as well as suspects and arrestees.

The other trainers that work with him are former Police Officers, Corrections Officers and instructors, many with extensive defensive tactics training experience. 

A recent article on "policeone.com" that we paraphrase here reminds us that  Training is Key.  The U.S. Supreme Court set guidelines for failure-to-train claims in Canton v. Harris.  The Court found agency liability when the inadequate training amounted to “deliberate indifference to the rights of the persons with whom the police come in contact.”  The agency’s liability hinged on the adequacy of the training program in relation to the tasks that officers perform and not the performance of an individual officer.

There are 64 million people with disabilities in the U.S.  The likelihood that you will encounter one of us during the course of performing your duties is pretty good.  Failing to train for those encounters could easily be viewed as "deliberate indifference".

Wagoner also works with the NH Department of Safety, FEMA, Homeland Security & Emergency Management - Functional Needs Committees working with States and local communities to ensure that people with disabilities are included in emergency management planning. He can assist you with preparing or reviewing your emergency plan, training your staff and providing an on-site review of your facilities.

Wagoner Expert Services responds to assist our clients in the event of a civil rights complaint alleging a violation of someone's rights under the Americans with Disabilities Act (ADA). We investigate the claim, document our findings in an Expert Opinion Report and provide supporting testimony in the event that the matter goes to court.
